The 9th Amendment of the US Constitution states that the American citizens' rights are not only limited to the Constitution, and this statement has allowed various courts and the Congress to decide what are other basic rights as time goes on. In verbatim, "The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people."
